Lead-Data Governance

We are seeking an experienced Lead-Data Governance to lead the governance workstream across the data lifecycle, including data cataloguing, classification, metadata management, lineage, data quality, remediation, and publication.

The role will be responsible for translating applicable data governance and privacy regulations into practical operating controls, establishing governance frameworks, coordinating data owners and stewards, and ensuring that project deliverables are traceable, compliant, and ready for stakeholder approval.

Key Responsibilities
  • Establish and manage the data governance operating model, including data owners, stewards, custodians, RACI matrices, and escalation mechanisms.
  • Implement data classification aligned with applicable NDMO classification requirements: Top Secret, Secret, Confidential, and Public.
  • Identify and validate Critical Data Elements (CDEs) in collaboration with business stakeholders.
  • Develop and maintain business glossaries, metadata catalogues, data lineage, and governance documentation.
  • Ensure data quality rules, data models, and remediation activities are mapped to relevant policies and program requirements.
  • Embed privacy-by-design practices, including lawful data processing, retention policies, role- and attribute-based access controls, masking, and applicable data-subject request and impact-assessment processes.
  • Lead data stewardship workshops, stakeholder consultations, stage-gate reviews, and governance sign-offs.
  • Coordinate with data architects, data engineers, data quality engineers, data modellers, business analysts, and program leadership.
  • Track governance KPIs, maturity assessments, baseline metrics, target outcomes, risks, dependencies, and issues.
  • Maintain governance RAID logs and proactively manage dependencies, stakeholder availability, and delivery risks.
  • Ensure governance deliverables are documented, traceable, auditable, and ready for approval.
Required Skills and Qualifications
  • 8+ years of experience in Data Governance, Data Management, or a related field.
  • At least 2 years of experience leading a data governance workstream within a delivery program.
  • Strong working knowledge of DAMA-DMBOK principles and frameworks.
  • Hands-on experience applying NDMO and PDPL requirements in government or regulated environments.
  • Practical exposure to data cataloguing, metadata management, data lineage, data classification, and data quality tools.
  • Familiarity with platforms such as OpenMetadata, Great Expectations, or equivalent governance and quality solutions.
  • Experience conducting stewardship workshops and securing sign-offs from senior business and entity stakeholders.
  • Strong stakeholder management, communication, documentation, and program governance skills.

Preferred: CDMP (DAMA), DGSP, or an equivalent data governance certification.
